Mike Parker is based in Philadelphia and serves as Managing Director of Jeffrey Parker & Associates (JPA), a leading advisor on finance, public-private partnerships and business planning for infrastructure. The firm was founded in 1981.

Mr. Parker is a recognized expert on P3s in the transportation sector. His recent experience includes working directly on projects involving more than $8 billion of potential new infrastructure, including assisting the Florida Department of Transportation (FDOT) in structuring and procuring the ground-breaking I-595 Corridor Improvements and Port of Miami Tunnel P3 projects, as well as advising Port Authority of New York & New Jersey, the Bay Area Rapid Transit District, the California Transportation Commission, and Miami-Dade Expressway Authority among others. Mr. Parker has also helped devise the financing and funding approaches for innovative, publicly financed projects such as the $370 million rental car facility at the Miami Intermodal Center. He and JPA were recently hired to consult on an on-call basis on infrastructure assets for a public pension plan with more than $50 billion under management.

Mr. Parker has 13 years of experience and holds a BA in English from the University of Pennsylvania and a dual-major MBA in Finance and Management from the Wharton School of Business.
