Ms. Denise Leonard is Manager for the IFC's PSAPT (Private Sector Advisory Services in Policy Transactions) activities in South Asia, Eastern and Central Europe, and Latin America. She has managed teams handling transactions and private public partnerships in a broad spectrum of infrastructure sectors, and has recently managed transactions teams working on privatization mandates such as SONEL/Cameroon, Mauritania Telecom, Nigeria Airways, Lagos Water (Nigeria), Belgrade Solid Waste, Pakistan Power Sector, Georgia Power Sector, Romania Health Care, Bucharest Water, and the Morocco Irrigation sector.

In over twenty years of experience in international finance, Ms, Leonard has gained extensive experience in structuring non-recourse financing packages, export credits, GDRs, sovereign loans, venture capital, and private equity. She was Chief of Mission of the IFC's operations in South Asia based in New Delhi and worked extensively in South America in the 1980's, primarily in Chile, Brazil, Argentina and Mexico, as well as in Eastern Europe and francophone Africa.

She holds an MBA from York University in Finance and Economics (Toronto, Canada) and speaks English, French and Spanish fluently.
